With the announcements in 2013 that Kewaunee and other power reactors would be permanently ceasing operations and would be transitioning to decommissioning, the Reactor Decommissioning Branch performed a Power Reactor Decommissioning Program Evaluation. In 2014, the program evaluation resulted in an organizational change that aligned reactor decommissioning in one branch and prioritized programmatic improvements in the decommissioning program. This presentation will provide an update of the U.S. Nuclear Regulatory Commission’s programmatic activities; guidance, knowledge management and tools to keep the program prepared for the additional power reactors in decommissioning.

Volume 1 of NUREG-1757, Consolidated Decommissioning Guidance, takes a risk-informed, performance-based approach to the information needed to support an application for decommissioning a materials license and compliance with the radiological criteria for license termination in 10 CFR 20, Subpart E. Revision 2 of NUREG-1757 was published in September 2006. Revision 3 of NUREG-1757 is being updated to reflect current NRC decommissioning policy.

The second revision to NUREG-1757 seeks to address lessons learned, which would improve the quality of licensee Decommissioning Plans and License Termination Plans (DPs and LTPs) and improve the efficiency of the NRC staff review of these documents. The revision 1 of the document was published in 2006 and since that time several additional sites have decommissioned that identified (i) lessons learned on guidance in revision 1, or (ii) issues not fully developed in the NUREG-1757 series. Revisions related to dose modeling reviews include additional guidance on topics, such as, model abstraction and simplification, consideration of uncertainty, use of distribution coefficients, consideration of intrusion scenarios for buried residual radioactivity, and consideration of elevated areas or “hot spots.” Revisions related to radiological surveys include new or updated guidance on composite sampling, subsurface surveys (e.g., excavations), and Scenario B final status survey designs. Revisions also include updated guidance on conducting “as low as reasonably achievable (ALARA)” reviews. A discussion of updates to NUREG-1757 would be of value to stakeholders involved with complex decommissioning projects.


MPM-C.4  16:45  Development Of NUREG-1507, Revision 1 (Minimum Detectable Concentrations With Typical Radiation Survey Instruments For Various Contaminants and Field Conditions. Clements John*, NRC; Huffert Anthony , NRC; Watson Bruce, NRC   john.clements@nrc.gov

The first revision to NUREG-1507 seeks to address the usage of radiological survey technologies and methodologies that have come into practice since the original document was published in 1998. This revised report introduces some concepts related to these techniques and methodologies along with considerations for detection efficiency calculations, background interferences, signal degradation, and other topics associated with radiation survey instrumentation. A discussion of updates to NUREG-1507 should be of value to decommissioning projects which utilize field instruments for radiological surveys.
